Why are there canvas bags over certain traffic lights in Winnipeg?

1. I'm just guessing since i don't live there? but the lights are not working, thats why there covered.
2. Probably because in a construction area, and there are flag men guiding traffic.
3. I know in New York the reason is they are re working the area and want you to just pretend they're not there and follow the traffic law as if there was no light (IE signs, police directions, etc) Sorry for the run on sentence. Just had caffeine, must type must type must type
4. The lights work, though. The bags have square holes in them so that you can see if it is red, yellow, or green. So it is very odd, because you know they do work, but they are covered anyway. The ones at Inkster and McPhillips are still there, but the one on Main St. southbound at Peguis Trail has come off, and underneath is a very new, bright-looking traffic light. Maybe it is LED's instead of light bulbs.
