Why are cotton balls or other cotton products sold by quantity instead of net weight?

For example, the bag will say 100 Jumbo sized cotton balls, or 300 cotton balls, but a net weight of cotton is never listed. Why? Almost every other product on the market is sold by weight, so I was wondering why cotton is exempt from this rule. For example, a bag of 100 Jumbo sized cotton balls from one manufacturer could weigh far more, or less, than the same product produced by another manufacturer. Why is cotton exempt from weight standards?

  1. It would be too hard to be accurate with the weight. Besides, you use cotton by the ball, not by the pound, so you need to know how many balls are in a bag. Suppose you had a project that needed 150 balls of cotton, you'd need to know how many were in a bag in order to know how many bags to buy.
  2. When a manufacturer figures out the cost to produce a product that is produced in pieces/each, it is much more accurate to go by pieces rather than weight.
